Responsibility for losing personal data can be penal

The head of The Bank of Russia, Elvira Nabiullina, in her announcement to the participators in the Ural forum on information security of the financial sector, has claimed that Russian banks were irresponsible in informing clients about the risks of cyber fraud she claimed: «It was an explosion based on personal data last year, it implies a fact that a lot of citizens weren’t aware of proper information and financial organizations didn’t understand their responsibility for informing clients». According to Filip Nemov, deputy head of the Criminal Investigation Directorate of the Main Directorate of the Ministry of Internal Affairs in Moscow, who spoke at the forum, internal affairs agencies, recorded about 300 thousand crimes related to social engineering in 2019. The head of the Central Bank also noted the importance of ensuring the safe storage of personal data of Russians. According to her, if personal data were reliably protected both at the level of banks and at the level of other market participants with access to this information, the problem of social engineering would not have reached such a scale.
